Animal Health Emergency
Management Committee Report The AHEM Committee, of the NIAA, met from 8:00 am to 12:30 pm on Tuesday, April 8, 2003, at the Westin Hotel in Cincinnati, Ohio as part of the NIAA Annual Meeting . SEMINAR
SESSION The following presentations were given during the session: "Department of Homeland Security: It's Role in Protecting American Agriculture", Dr. Lee Ann Thomas, Director, Veterinary Regulatory Support, USDA, APHIS, PPQ. "Report on Homeland Security Briefing", Glenn Slack, NIAA CEO and President. "Integrated Animal Emergency Preparedness & Response", Dr. Tom McGinn, North Carolina Dept. of Agriculture and Consumer Services. "Update from USDA ARS National Animal Disease Center in Ames, Iowa", Dr. Howard Lehmkuhl, USDA ARS NADC. "NEMA Model Emergency Response Plan, Gilmore Commission update, Federal and National Response Plans, and Agroterror Communication Network", Dr. Paul Williams, Georgia Emergency Management Agency. "Update on California END Outbreak 2002-2003", Dr. Ty Vannieuwenhoven, USDA APHIS VS Emergency Programs "State Successes and Challenges-Animal Health Emergency Preparedness", Dr. Debbi Donch, Michigan Department of Agriculture. The following planned presentation was not presented because of weather related airplane flight cancellation: "Rapid Diagnostic Tests for Foreign Animal Diseases", Dr. Samia Shawky, Diagnostic Services Section, FADDL, USDA APHIS VS NVSL. There were 63 people in attendance at the Seminar Session. BUSINESS
SESSION
There were approximately 20 members in attendance when the business session began. Future plans - The Committee endorsed the concept of NIAA hosting a National Conference on Farmland Security at some time later in 2003. There were no new resolutions brought forward. There were 9 resolutions considered during the session that were passed in 2002. They are identified by their 2002 numerical sequence: Resolution 10 - amended - Protocol on Interstate Movement of Wild and Exotic Animals, Motion by Lyle Vogel, Second by Larry Williams - unanimous
Resolution 11 - reaffirmed - Prevention of BSE in the United States, Motion by Lyle Vogel, Second by Mark Engle - unanimous
Resolution 12 - amended - Classical Swine Fever - Motion by Mark Engle, Second by Debbi Donch - unanimous
Resolution 13 - reaffirmed - National Animal Health Emergency Management System, Motion by Tom McGinn, Second by Lyle Vogel, unanimous
Resolution 14 - amended - Funding for Joint ARS/APHIS Facility Plan, Motion by June Reed, Second by Lyle Vogel, unanimous
Resolution 15 - amended - Foot and Mouth Disease - Motion by Lyle Vogel, Second by Debbi Donch, unanimous
Resolution 16 - deleted - Consolidate Animal Health Statutes - Motion by Rich Breitmeyer, Second by Lyle Vogel, unanimous
Resolution 17 - reaffirmed - Research in Support of Animal Health Emergency Management, Motion by Lyle Vogel, Second by Debbi Donch, unanimous Resolution 18 - amended - Communication Plan for Foreign Animal Disease Investigations, Motion Mark Engle, Second by Lyle Vogel, unanimous.
