During the 2003 NIAA Leaders Forum, the following report was given:

Status of Resolutions and Position Statements

Funding the National ID Program

RESOLUTION: The National Institute for Animal Agriculture shall submit a letter to the Secretary of Agriculture and other appropriate agencies requesting adequate funds be contained in the FY 2005 budget for the further development of the national animal identification implementation plan.

Action: A letter was sent to Secretary Veneman on June 4, 2003 and NIAA received a response on July 17 from Bill Hawks, stating, “Funding options to implement a national animal identification program are currently being explored.”

Confidentiality of Producer Records

POSITION: The National Institute for Animal Agriculture supports the development and implementation of a national animal identification program as outlined in the National Identification Work Plan with the understanding, as noted in the NIWP, that producer data required by the system be exempt from the Freedom of Information Act.  The Governance Subcommittee of the National Identification Development Team must consider this a priority item within their area of responsibility and ensure its achievement. 

Status: The current US Animal Identification Plan has the following section;

VI. A.2.  Exemptions from Freedom of Information Act

Information that an owner or custodian of livestock is required to file on their premises and/or livestock as a specific requirement of the USAIP is not subject to public inspection and is exempt from the Freedom of Information Act (FOIA).

The Governance Committee will continue to address this issue as it remains one of the most significant concerns of producers regarding national ID.

US Animal Identification Plan (USAIP)

Several NIAA members are involved in the National Identification Development Team that is using the 2002 National Identification Work Plan as a guide to farther advance the establishment of a national program.  The ID Development Team will present the plan at the 2003 USAHA meeting.  The current draft document has been distributed to the NIAA Board for their review.

NIAA is playing a key role in facilitating the meetings of the USAIP Development Team.  The next meeting of the Team is in Kansas City on September 10 and 11, 2003.

ID - Info Expo 2004

The committee will be establishing an ID - Info Expo 2004 to be held March or April 2004.  It is anticipated that this activity will be similar to the event held in 2002.  This activity will  provide a good opportunity to discuss the USAIP as it progresses from USAHA.  Additionally, providing a venue to exhibit new technologies and information systems will be quite appropriate/valuable.
